UTAS Meaning

In recent times UTAS has been a subject of discussion with regards to ASUU strike. However, most people dont know UTAS meaning. UTAS is a payment option that stands for University Transparency and Accountability Solution (UTAS). It is an alternative to IPPIS. ASUU which uses UTAS has maintained that the IPPIS platform does not take into account the unique characteristics of Nigeria's university system, although around 711 ministries, departments, and agencies of the Nigerian government are on it. The union has asserted that UTAS, which they created, will compensate for IPPIS. But according to Kashifu Inuwa, Director-General of the National Information Technology Development Agency (NITDA), UTAS has not passed the essential evaluations to be used as a payment platform.

UTAS Meaning

The Federal Government has been using IPPIS as a salary payment system since 2015 to address difficulties with overly-inflated wage bills and ghost worker problems. The International Monetary Fund (IMF) and the World Bank designed the IPPIS system, a foreign-developed technology, to "checkmate" corruption in the civil sector. As a result of ASUU's longstanding suspicion of World Bank and IMF policies as being anti-people, IPPIS was outright rejected. ASUU received complete justification from the Auditor-General of the Federation two months ago. The 2019/20 Audit report on the use of IPPIS and the Government Integrated Financial Management Information System (GIFMIS) found several operational issues with the two payment systems that resulted in the loss of significant resources and called into question the accuracy of employee data.

The audit found duplicate employee records and erroneous worker data entries on the IPPIS platform, as well as financial irregularities totaling over N4.394 billion. Between 2011 and December 31, 2020, the Federal Government also spent more than US$27,411 million, €8,490 million, and N6.518 billion. In keeping with ASUU's habit of presenting a superior alternative whenever it criticizes a system, the organization created the "University Transparency and Accountability Solution (UTAS)". UTAS turns out to be a superior choice. Those who benefited from IPPIS's mischief, however, found it difficult to let go. 

The Nigerian Federal Government's regulating body for information technology, the National Information Technology Development Agency (NITDA), erupted out of nowhere to conduct an integrity test for UTAS. Was NITDA asleep when IPPIS was brought and forcibly rammed down our throats? To coordinate national IT development and regulation, NITDA was founded in April 2001. However, there is no proof that IPPIS was put through the alleged integrity test when it was imported. This is because we devalue our abilities and inventiveness and prefer to accept foreign innovations as superior without conducting adequate research.

The proponents of IPPIS continuously lie to the government, saying that IPPIS has saved billions of Naira, while thousands of workers are wailing because their salaries are being paid carelessly. You underpay certain employees while overpaying others while yelling about saving money. NECO cited 246 employees as one of several instances who hadn't received pay since 2015 as a result of IPPIS issues. One among many examples is this. IPPIS has shown to be a conduit for Nigerian civil officials' salaries to be devalued. However, UTAS was created as an indigenous, impenetrable payment system to address the unique needs of the university system, whose structure and operation differ from those of traditional ministries. Since 2020, NITDA has put UTAS through several tests in front of various stakeholders, with incredibly positive outcomes. Initial test results varied between 80 and 90%, and even NITDA expressed satisfaction with the performance. But after apparent internal and external pressure, NITDA reversed course and said that UTAS failed the integrity test. Naturally, ASUU vigorously contested this, embarrassing NITDA's leadership to a point.
